Sprint Assignment for MCP Task Creation and Chart Improvements

Assign tasks to sprints directly when creating them via MCP.
Burn-down chart recalculation and date display issues have also been fixed.

The create_task tool now includes a sprint_id parameter, allowing you to assign tasks to a sprint at creation time.

When collaborating with AI assistants, you can now create tasks and place them into the right sprint in a single operation.

The following burn-up / burn-down chart issues have been fixed:

Burn-down recalculation fix: Charts now correctly recalculate even when tasks don’t have a sprint directly assigned, by referencing the parent PBI’s sprint
UTC date unification: Chart date processing now matches the data recording layer, ensuring accurate display regardless of timezone
